    BRUSSELS / RankWire.AI / – Amid ongoing efforts to strengthen strategic independence in space, Brussels-based space authorities have formalized a binding implementation agreement with the SpaceRISE consortium to expand the IRIS² satellite constellation. Following detailed technical and financial negotiations that began in January 2026, this agreement marks a key milestone, transitioning the EU’s multi-billion-euro satellite communications project from planning to large-scale production. The upgraded architecture promises faster launch schedules and reliable, tamper-proof connectivity for government and military users.

    The revised deal involves increasing the main satellite network from 282 to 348 orbital units. The new network configuration incorporates 330 satellites in higher low Earth orbit, complemented by 18 spacecraft in medium Earth orbit, with additional orbital slots kept for specialized missions. The agreement provides a clear timeline for satellite manufacturing, launch procurement, ground segment development, and the delivery of operational connectivity services. Initial satellite launches are scheduled for 2029, allowing participating member states to access sovereign connectivity capabilities soon thereafter.

    This decision to enlarge the satellite constellation directly responds to rising security concerns and shifting defense operational needs across Europe. The updated design includes technical upgrades to the baseline satellite hardware, as well as the addition of 66 low Earth orbit spacecraft specifically for defense, national security agencies, and emergency responders. Technical evaluations indicate that this expansion will boost secure governmental communication capacity by 60 percent within the EU and by 54 percent globally, enhancing regional resilience during emergencies and infrastructure crises.

    EU Commission Formalizes Contract to Broaden IRIS2 Satellite Network

    The SpaceRISE consortium, responsible for overseeing core development and a 12-year operational concession, includes major European satellite providers such as SES, Eutelsat, and Hispasat. The public sector implementation is closely coordinated with the European Space Agency, which supplies engineering expertise and launch support. The manufacturing process involves a broad network of European aerospace companies, including Thales Alenia Space, Airbus Defence and Space, and OHB, as well as telecom firms Orange and Deutsche Telekom.

    Funding for the expanded satellite infrastructure relies on a public-private partnership model combining EU budget resources, national contributions, and private investments from consortium members. Member states are now formalizing their financial commitments for deployment across the 2028–2034 budget period. Official records show Poland allocated 656 million euros, Hungary committed 500 million euros, and Spain announced investments between 1.6 billion euros and 2 billion euros, with more national funding agreements still under discussion.

    Enhanced Technical Features Improve Government Secure Communications by 60 Percent

    This expanded communications network will also include non-EU nations such as Norway and Iceland under specific administrative agreements. As the EU’s third flagship space initiative after Galileo and Copernicus, IRIS2 aims to provide resilient, tamper-resistant communications for public authorities while helping to close digital divides in remote regions. The system will employ military-grade encryption standards across dedicated spectrum bands to safeguard critical infrastructure from cyber threats and physical disruptions.

    With the commencement of full-scale manufacturing across Europe’s industrial facilities, the European Commission and SpaceRISE will oversee phased deployment milestones leading up to initial orbital testing. This agreement guarantees that the EU’s long-term goal of strategic autonomy will be supported by an expanded IRIS2 satellite constellation—creating a resilient, European-owned space asset that will sustain civil protection, defense needs, and commercial digital services for decades to come.
