The report highlights how climate change is worsening drought severity across the continent. An international group of climate researchers identified unprecedented heat levels as the main cause, surpassing the influence of seasonal rainfall deficits. The aftermath of a historic June heatwave includes severely depleted river flows, widespread water restrictions, and large-scale wildfires. Data shows that the increasing global temperature significantly accelerates moisture evaporation from land and water sources, creating an environment that is both dry and highly unstable. Despite below-average spring rainfall, it was the temperature spikes driven by climate change that pushed the drought into a critical state.

The World Weather Attribution group has published findings illustrating how rising temperatures contribute directly to the depletion of natural water reserves. Mariam Zachariah, a researcher at Imperial College London, pointed out that the drought is not mainly due to low rainfall but rather to a warmer atmosphere that causes more moisture deficits on land. This means that the risk of drought is continuing to grow even in areas where rainfall patterns have remained relatively stable. Scientists explain that a warmer atmosphere can hold approximately seven percent more water vapor for each one degree Celsius increase in temperature. This increased capacity intensifies evaporation from soil and vegetation across the landscape.
Using extensive weather data and advanced computational models, researchers compared the current hotter climate to a scenario 1.4 degrees Celsius cooler. Their analysis revealed that soils in western Europe are now five times more likely to be extremely dry than in a world without human-induced warming. In eastern Europe, these same moisture deficits are 11 times more probable. The study also found that the extremely high evaporative demand observed between April and June in western Europe was about 80 times more likely. As a result, rainfall shortages that previously would not have caused severe drought now lead to much drier soils and more intense drought conditions.
Calls for Immediate Reduction in Global Emissions
Dominik Schumacher of ETH Zurich highlighted that the tendency for soils to dry out unusually early in spring is already evident before summer even begins. He explained that as temperatures increase, the atmosphere’s thirst for moisture rises rapidly, drawing water from rivers, lakes, reservoirs, and soils. The combination of a relatively wet start to the year followed by extreme heat created ideal conditions for large wildfires. The rapid soil drying primed land for ignition, resulting in severe fires across multiple nations. The study confirms that climate change exacerbates drought in Europe, shifting typical weather patterns into highly hazardous cycles.
The agricultural industry is under extraordinary pressure due to the widespread loss of vital soil moisture. Drought conditions are causing historic crop failures in various countries, with France expected to have its lowest maize harvest in 50 years, disrupting regional food supplies. Meanwhile, Romania has lost over one million hectares of maize, further threatening the agricultural supply chain’s stability. These domestic shortages, combined with ongoing global conflicts, risk elevating food prices and disproportionately impacting low-income households.
Projected Warming Trends and Their Implications

Reduced river flows threaten energy generation in regions dependent on hydropower. Data from the Copernicus Climate Change Service confirmed that recent June was the hottest ever recorded in western Europe. Many countries are already implementing emergency restrictions or temporary bans on non-essential drinking water use to conserve resources.
Experts warn that if global temperatures continue rising, these drought conditions could become even more common. They emphasize that the current intense evaporation is occurring at 1.4 degrees Celsius of warming, underscoring the urgent need to reduce emissions. If global temperatures increase to 2.8 degrees Celsius as some models predict, the likelihood of such evaporative conditions could double. Without immediate and decisive efforts to cut emissions, the continent faces a future of increasingly scorching and arid summers.
