A recent report by the European research organization Eurofound highlights that the continent is unlikely to meet its 2030 employment target for the technology sector by a substantial margin. The greatest shortages are observed in senior engineering roles and specialized fields such as cybersecurity, artificial intelligence, generative AI, and cloud infrastructure. To address these critical gaps, technology companies have increasingly relied on international talent pools, leading to a rise in non-EU ICT professionals from 9.2 percent in 2021 to 11.9 percent in 2024.
Gender disparities continue to limit the potential of Europe’s digital workforce. Eurofound found that women made up fewer than one in five ICT specialists across the 27 EU countries in 2024, representing only 19 percent. Furthermore, gender pay gaps in the broader information and communications sector approached 20 percent in 2022, surpassing the economy-wide average of 13 percent. The underrepresentation of women in the field results in European industries operating with less than three quarters of their potential digital talent pool, which restricts diverse perspectives in technological innovation.

The report underscores that although ICT roles typically offer above-average wages, advanced skills, and high employment quality, these benefits alone cannot resolve the broader labor deficit.
